Master Plan: How to Design a City Before It Is Built

Over time, humanity moved from an absence of planning altogether, with cities sprawling unchecked, to increasingly rigid regulation. Somewhere along the way, it became clear that a liveable city tends to exist between these two extremes. A master plan is, at its heart, an attempt to find that middle ground: a document that does not prescribe every detail down to the last brick, but does not leave development entirely to its own devices either.
Why This Matters Today
Uzbekistan is currently one of the few countries where urban development is happening not on paper, but directly on site. Construction across the country continues to accelerate, with a rapidly expanding market making the building industry one of the key drivers of the national economy. The defining precedent is the development of Tashkent's periphery: the new city of New Tashkent. Twenty thousand hectares to the east of the capital, a planned population of more than two million, and the first phase of six thousand hectares already underway. The pace and scale of the task facing the Ministry of Construction and the New Tashkent Directorate are enormous. The ambition lies not only in the project’s advanced architecture, complex engineering and exceptionally tight deadlines, but in the nature of the task itself: to create a new capital city from scratch.
For greenfield projects of this scale, one rule holds without exception: errors in the planning structure cannot be corrected after the fact. A poorly conceived neighbourhood can persist for fifty years or more, while the transport framework established at the outset will determine how hundreds of thousands of people move around the city for decades to come.
In international practice, a master plan is the instrument used to guide the planning stage: shaping and structuring a comfortable urban environment. It reflects the principles of local culture and ways of life, while incorporating solutions flexible enough to adapt to future change, shifting demands and the evolving needs of the population. The concept, however, remains surrounded by unresolved questions and misconceptions. A master plan is routinely confused with a city's general development plan, reduced to visualisations and glossy images of a projected future, or dismissed as paper architecture: a document that consumes time and money without delivering anything of substance. This article looks at the fundamentals. What is a master plan in practice? What does it consist of? And where is it actually used?
What Is a Master Plan?
A master plan is a long-term strategic planning tool that sets out a vision for the future development of a territory. It is a comprehensive document, encompassing not only architectural and planning decisions but also economic, social, environmental and governance considerations.
Its principal advantage lies in its capacity to model the most preferable development scenario with flexibility. Not the only conceivable scenario, but the preferred one, selected from several distinct alternatives, with justification and explanation. The document balances development opportunities against constraints. Urban planning, infrastructure, cultural and historical, environmental and property-related considerations are brought together within a coherent framework.
The second function of a master plan is to balance competing interests. Every territory has its residents, businesses, authorities and investors, and its future depends on the engagement of all stakeholders. A master plan is, arguably, the only instrument in urban planning where these interests can be brought to the same table, where their differences become visible, and where common ground can ultimately be found.
The third function is to provide a roadmap: a long-term schedule comprising a sequence of implementation steps arranged according to priorities, timelines and an assessment of effectiveness in terms of projected expenditure and expected results.
This can also be supplemented by a set of expected outcomes. As individual stages are completed, it becomes possible to track both positive and negative developments, as well as changes in quantitative and qualitative indicators. These results show whether the original vision is working, whether implementation can continue as planned, or whether certain aspects of the master plan need to be adjusted to improve future outcomes.
The Master Plan and the General Plan: Neither Rivals nor Duplicates
This distinction deserves a closer look, because it is precisely here that confusion most often arises and the role of the master plan as a planning tool tends to be underestimated.
A general plan is a directive and relatively rigid document. It focuses on land use, development and spatial planning, serves as the basis for subsequent urban planning documentation, and answers the questions: what will be built, where, and on what scale within a given period? Tashkent, for example, recently approved a new general plan with a development strategy extending to 2045. Its legally binding nature is both its strength and its limitation. A general plan does not allow different development scenarios to be compared or priorities to be established. Its approval procedures leave little room for flexibility, while its highly specialised language can make it practically inaccessible to readers without professional knowledge of the industry.
A master plan, by contrast, is advisory in nature and provides a more detailed approach to development decisions and strategies across different sectors. It addresses broader questions: what principles will guide the development of a territory? How will it change over the next five, ten or fifteen years? What measures will be needed to make this happen? It contains a substantial amount of visual information, making the document accessible to all stakeholders, not just specialists. Its flexibility allows the strategy to be updated in response to changing external factors. Urban planning documentation can then be adjusted on the basis of the master plan. This is a complex, lengthy and multi-stage process, which is why a roadmap will often include measures to amend the relevant regulatory and legal framework.
Once approved, the master plan is incorporated into the city’s regulatory and legal framework, sector-specific development documents, more specific land-use and development regulations and, of course, the general plan. In effect, the master plan is broken down into individual components and incorporated into a wide range of official documents.
The Composition of a Master Plan
A comprehensive approach to master planning is built around major sectoral areas relevant to a particular place and national context. The main ones are:
- architectural and planning solutions;
- economics;
- sociocultural solutions;
- governance and management.
Each area contains its own set of working components:
- comprehensive territorial analysis;
- development vision and project mission;
- urban planning context;
- functional zoning and programming;
- transport and pedestrian-cycling framework;
- blue-green infrastructure;
- engineering infrastructure;
- public and recreational framework;
- spatial development parameters;
- development massing;
- technical and economic indicators and the project's financial model;
- implementation and financing mechanisms;
- implementation roadmap;
- performance indicator framework
Once you look at such a comprehensive list of development tasks, it becomes clear that attractive renders represent only a small part of the work. Roughly three quarters of a master plan consists of economics, transport modelling, engineering, architecture, sociocultural programming, and governance and development strategy. Visualisations are simply a communication tool, helping stakeholders understand and engage with the context. And given the enormous volume of material involved, a master plan is generally not made fully public, with the smaller, more visual section made available to the wider public for information.
The document rests on several pillars: best international practices and examples, national priorities for social and economic development, and the real needs and demands of stakeholders. Remove any one of these three and the master plan becomes unviable, like a two-legged chair: without the first, the design becomes outdated; without the second, it loses its purpose; without the third, it cannot be implemented or fails to meet actual demand.
How to Measure a Master Plan
To assess the planning proposals set out in a master plan, a system of performance indicators is developed for each area of development, covering both qualitative and quantitative measures. Take transport, for example. One quantitative indicator could be zero road deaths. In that case, every decision, from street profiles to junction configurations, is geared towards achieving this goal. Several years later, the data can be collected and assessed to determine whether the number of road deaths has actually fallen.
Economic efficiency is achieved through the quality of the urban environment and can be assessed through growth in tourist numbers, the development of business projects and tax revenues for the local budget. Environmental improvements can be measured through air quality, local temperature reductions, the number of newly planted trees and other indicators.
The methodology is established in advance, as part of the master-planning process. Indicators are defined before implementation, baseline conditions are measured before construction, and the same indicators are then measured immediately after completion and tracked over the course of a year or several years. These effects are also easy for residents to grasp, particularly those who are unhappy about construction outside their windows or near their neighbourhood and unconvinced by the benefits of the development taking place around them. Concrete figures can immediately change the tone of the conversation.
The Pitfalls of Master Planning
The actual work of planning involves dozens of conflicts between different groups of users, each of which has to be resolved either in favour of the quality of the urban environment or in favour of established habits, some of which may be outdated and no longer serve the public interest. For example, the approaches advocated by urban planning experts can often clash with the logic of development, which tends to be more straightforward and process-driven, with clearly defined financial commitments and expectations. At the same time, major developers have increasingly learned to incorporate modern approaches to creating a comfortable urban environment and keep a close eye on current trends. Here are several examples of such conflicts.
Monotonous Housing Typologies
An entire area may be built using a single type of housing block, with neighbourhoods differing only in façade colour or a two-storey variation in height, without any substantial difference in form. This creates vast, repetitive residential districts whose long-term lack of demand and economic decline have been predicted for years. To address this problem, developers are broadening their range of housing typologies: urban villas, towers, townhouse-style developments, hybrid buildings, podium buildings and mixed-use developments. Using different typologies within a single neighbourhood creates a more varied skyline, gives individual character to different blocks and ensures that streets do not all look alike. Towers positioned at corners, beyond their role in distributing residential floor space efficiently, also become visual landmarks, providing an informal wayfinding system that helps people orient themselves within the area.
Ground Floors
In practice, particularly in the early 2020s, urban-development experts encountered strong resistance to the idea of commercial ground floors. Retail was instead concentrated in separate shopping centres, as had been common since the beginning of the 21st century. The reason turned out to be less ideological than technological. Established production systems for standardised residential blocks did not allow for floor-to-floor heights above three metres, while bringing in outside contractors was ruled out. At the same time, it was difficult to accommodate commercial premises in low-rise buildings.
The consequences of abandoning an active street frontage are well known: there is less street life and social surveillance, and therefore less safety; everyday shops and services are no longer within walking distance; and concentrating all commercial activity in shopping centres requires enormous areas for parking. Moreover, as retail has increasingly moved online, shopping centres have suffered sharp losses as footfall has declined. The compromise is to introduce commercial ground floors along active streets and at junctions, while retaining residential uses elsewhere. Today, we can see that most developers have adapted to this model, redesigning their production systems to accommodate larger ground-floor commercial units.
Parking
Fifteen years ago, developers were still strongly opposed to underground car parks and multi-storey parking structures in non-business-class housing, preferring instead vast surface car parks, huge concrete expanses covering large parts of development sites. As construction accelerated and more land was developed, it became clear to authorities that surface parking was ultimately much more expensive because it represented an inefficient use of land. Parking began to be distributed along the street network, while cars were removed from residential courtyards through the so-called “car-free courtyard” concept. Standardised parking structures and underground parking facilities also began to appear. Today, each project uses its own combination of solutions.
Street Width
There is a widespread misconception that the wider the road, the fewer the traffic jams, and that transport congestion can be solved simply by building new, wider motorways. Yet it has already been demonstrated that excessively wide local streets, 50 to 70 metres across, effectively creating the profile of a six-lane arterial road, can produce an environment that is out of scale with pedestrians and contradicts the principle of compact urban planning. Most importantly, they do not protect an area from future traffic problems.
Another issue is the density of the street network. A sparse grid, with blocks measuring 300 by 300 metres or more, is inconvenient for both pedestrians and motorists, forcing people to travel further than necessary every day. A denser network makes the area more permeable, distributes traffic more evenly, helps calm traffic at junctions, creates shorter routes and reduces CO₂ emissions.
Modern master plans take these factors into account and develop the transport framework separately with specialist transport planners. They calculate projected traffic flows, model potential congestion at complex transport nodes, anticipate future problems and design the network in such a way as to minimise congestion once the plan is implemented.
There are many more examples of such conflicts, and listing them makes one thing clear: a master plan is not a collection of solutions detached from the real needs of the people who will use the space. It is a documented and agreed framework for resolving disagreements. It turns discussions about what is “beautiful” or “ugly”, “convenient” or “inconvenient” into parameters that can be tested, discussed, agreed upon or replaced with a more suitable solution.
Accounting for Climate as a Concern for the Future, Not Simply a Question of Greening
For Uzbekistan, climate is a central consideration in the development of territories. The struggle against heat has shaped the rules of construction and urban planning for centuries: street grids oriented according to the cardinal directions, enclosed courtyard layouts designed to create cool, shaded spaces, decorative panjara screens that filter sunlight, light-coloured materials to reduce overheating, and much more.
Climate is often treated as a landscaping issue: plant some trees and install a fountain. In reality, outdoor temperatures are determined first and foremost by planning decisions made at the master-planning stage, and only then by greenery. By arranging blocks and buildings compactly, it is possible to create cool corridors for air movement, distribute shade effectively and orient materials with high heat absorption towards the south. In other words, the compactness of an urban block is a climate tool, not simply an economic one. It also helps create a more comfortable relationship between people and the scale of the built environment.
Parameters that shape the microclimate are established at the master-plan level and through individual strategies and guidelines developed on its basis, including design codes and urban environment design regulations:
- the orientation of the planning grid in relation to prevailing winds and the sun's trajectory;
- block compactness and building depth;
- the ratio of building height to street width (H/W), the key parameter governing a street's self-shading capacity;
- street width and, consequently, the surface area of asphalt exposed to heat;
- continuity of the green network, so that shade forms a connected system rather than isolated patches;
- the integration of water infrastructure as part of the green system, rather than as a purely decorative feature.
Tashkent is fortunate in this respect: it has its own climate-sensitive planning tradition, refined over centuries. Historically, the city was supplied with water through a system of aryks, not a conventional piped network but an urban structure of open channels. Water influenced where streets ran, where trees were planted and where shade was created. A hauz in the courtyard, an aivan as a shaded transitional space between house and garden, the narrow passages of the mahalla’s fine-grained network, and clay buildings with high thermal inertia all formed a functioning system of passive cooling that is worth drawing on as a successful design precedent.
Even Soviet architecture learned from the local context. The Navoi Theatre, designed by Alexey Shchusev, was surrounded by a park with a large fountain pool that clearly echoed the traditional hauz. Another example is the design of Chorsu Bazaar, whose dome incorporates panjara screens and a form intended to support passive cooling and natural ventilation.
In practice, the master plan can also be supplemented with more tactical solutions for implementation. For Tashkent, for example, we developed a matrix of measures based on international practice that can improve people’s comfort during hot weather without changing the city’s overall layout: shade, trees, pergolas, canopies, awnings, drinking fountains, light-coloured surfaces with high albedo, misting systems, water features, seating areas oriented towards the north, separate daytime and evening patterns of use, photocatalytic concrete and other elements.
Another principle that has become mainstream in landscape design worldwide is the return to nature rather than simply adding greenery: restoring local ecosystems instead of creating decorative, heavily urbanised landscapes. In arid regions, this is not an aesthetic choice but a question of water consumption. Such principles can also be established at the master-planning level, while their detailed development is addressed through separate architectural and urban-design concepts and landscape projects.
Conclusion
A master plan is often presented as a promise of an ideal future. Its real value, however, lies elsewhere: it is the one moment in the life of a territory when all sides are involved at the design stage.
The experience of the past fifteen years shows that master plans are rarely implemented in full and almost never literally. They are refined through more detailed documents, and elements such as the location of a park or school may shift slightly within the relevant planning unit. Yet the framework established by the master plan, and the work of reconciling the interests of all sides that went into creating it, remain.
New Tashkent has a rare opportunity: it is starting from a clean slate in a country with a strong and deeply rooted urban-planning tradition of its own. That is both an opportunity to create a city that responds to its climate and culture not merely in name but in its very structure, and a risk of ending up with yet another city whose future as a place for its new residents remains difficult to predict. The difference between these two outcomes will be determined not by the budget or the names of the architects, but by how carefully and thoughtfully the strategic vision is translated into parameters, and those parameters into binding rules for implementation. That is precisely what the master plan is there to do.
